1 社区康复的国际理念与中国实践孟晓 1韩纪斌2曹跃进3【摘要】社区康复是实现残疾人“人人享有康复服务”目标的主要途径。本文介绍了国内外社区康复的理念以及我国残疾人社区康复的特点，从法规政策、组织管理、服务内容、人力资源等方面介绍了我国社区康复的实施过程，通过分析社区康复的工作现状及其面临的挑战，提出了进一步做好社区康复的发展建议。【关键字】残疾人社区康复指南包容性发展建议The International Idea and Practice in China of CBR Meng Xiao, Han Jibin, Cao Yuejin, China Disabled Persons Federation (CDPF), Beij ing, 100034, P.R.China 【Abstract】The community-based rehabilitation（CBR） is the main path to realize the goal “each people with disability can get rehabilitation services”. This paper introduces the concept of community-based rehabilitation at home and abroad and the characteristics of community-based rehabilitation in implementing process in China, which from public policy and law, organization and management, content of service, human resources etc aspects.
