We first introduce the basic principles and advantages of H.264 scalable video coding. Then we elaborate on the core ideas and implementation methods of mode selection and motion estimation techniques, including full-search algorithm, three-step search algorithm, fast integer motion estimation algorithm, etc. Based on experimental results, we analyze the pros and cons of these techniques and propose optimization solutions, such as a hybrid mode selection strategy and a greedy algorithm based motion estimation scheme. Finally, we summarize the research results and present the prospects for future research directions.Keywords: H.264, scalable video coding, mode selection, motion estimation.
