In recent years, however, international concern has focused more on what is perceived as unilateralist or "hegemonic" U.S. international behavior. The expressions of alarm from many U.S. friends and allies have been echoed prominently by less sympathetic powers and leaders. Some major powers, including Russia and China, have over time tried to reduce what they see as excessive U.S. influence on issues affecting their interests. One major U.S. ally, France, has traditionally sought to limit U.S. influence on its policies. President Clinton has claimed that the United States is the "indispensable power" in the international system but wishes to share leadership burdens and responsibilities with others. However, some U.S. actions have provided ammunition for those who claim that the United States is acting like a hegemonic power. These arguments and perceptions could increasingly undermine the U.S. ability to achieve its foreign policy objectives.The U.S. Role in the World Since the Cold War ended, there has been an ongoing elite debate about the role the United States should play in an international system that is no longer dominated by the bi-polar confrontation of two alliance systems led by the United States and the Soviet Union....
