精品文档---下载后可任意编辑中国政府机构在食品平安管理方面的作用1*钱和 2刘长虹 1汪何雅 1张根义1江南大学食品学院 2上海进出口商品检验局摘 要:中国行使食品平安管理工作的政府机构有:国家质量监督检验检疫总局、卫生部、农业部、中国国家认证认可监督管理委员会以及国家食品药品监督管理局。国家质量监督检验检疫总局在食品平安方面的作用主要表现在质量检测以及管理进出口食品平安方面。卫生部主要分管产品审批这一局部,其下还有卫生部卫生监督中心和中国疾病预防控制中心两个部门,前者行使卫生监督执法职能,后者是实施疾病预防控制与公共卫生技术管理和效劳的职能部门。农业部的主要作用是在农业生产种推行良好农业标准,保证农产品的平安。国家认证认可监督管理委员会的主要作用是管理、监督和协调认证和认可工作。国家食品药品监督管理局的作用主要是对食品平安管理进行综合监督和组织协调。每一部门都在公布了一些其管理范围内食品平安方面的法规和标准。关键词:食品平安 政府机构 中国Abstract: Food safety in China is co-managed by several government agencies including Ministry of Health, Ministry of Agriculture, State General Administration of Quality Supervision and Inspection & Quarantine (AQSIQ), Certification and Accreditation Administration (CNCA), and State Food and Drug Administration (SFDA). Food product audition and authorization is the main task of Ministry of Health. Ensuring the implementation of Good Agriculture Practice (GAP) in agricultural product processing is the main task of Ministry of Agriculture. AQSIQ is responsible for the quality and safety of imported and exported food. The management and inspection of certification and accreditation is the main function of CNCA. SFDA is there to organize and balance the interest and responsibility of each department in food safety management.
