Primary and secondary school students are the future and hope of the motherland. Their safety not only related to a well-being of families, but also to the country and the nation＇s success or failure. Therefore to strengthen the safety education is the primary and secondary school students to maintain social stability and an effective assurance. This article is the basis of investigation and research, from the status of primary and secondary school students to start safety education, analysis of its problems also, and in accordance with the substance of the issue of safety education to primary and secondary school students as well as the methods and measures. Key Words：primary school Safety Education analysis reasons measures. 近年来，学校安全教育问题日益严峻和迫切。因学校直接或间接责任，学校 安全事故时有发生，包括交通事故、房屋倒塌事故、火灾、踩死踩伤、学生之间 自我损害等事故； 食物不卫生导致中毒、服用药物引起的不良反应、不法分子进入校园、扰乱学校秩序、损害师生的事件时有发生。这些事故、事件的发生，打乱了学校的正常教育秩序，并使学生身心健康受到难以估量的损害，死伤学生的家庭也遭受了极大的痛苦，同时，给社会增加了负面影响。事实上，绝大部分事故大都是人为所致、本可避开。 “安全第一”，安全教育历来是学校教育教学、学校建设等方面进展过程中的重大问题； 对学校管理者而言，安全教育却是越来越重要的管理难题。基于小学生年龄特点等诸多原因，小学的安全问题尤其复杂，而近年来，由于经济、环境、观念等复杂因素，许多的“不安全”因素正无声地蔓延到了农村地区。农村小学安全教育问题越发显得错综复杂，值得深化探讨和讨论。 一、学校安全教育重要性的理论分析 （一）学生生命成长的需要 青...
