内容提要 新媒体时代，广大网民借助互联网信息传播平台,利用博客、网络论坛、聊天室、电子邮件、留言板等方式充分发表个人观点和意见，对地方公安机关的公务与活动进行负面议论与评价,对地方公安机关形象带来严重不良影响，如何有效应对网络舆情亟待研究思考。根据研究课题的需要，有针对性地查阅了大量的图书资料和网络信息，主要通过中国知网、道客巴巴收集与网络舆情相关的资料和案例，对课题涉及的相关背景、概念、研究情况进行了解，对近几年发生的重大网络舆情处置过程进行深入分析，就公安机关网络舆情管理存在问题和改进方向形成基于一线实践的清晰认识。本文提出涉警网络舆情产生的背景，从政治、经济与传媒发展角度，结合公安机关基层公安机关网络舆情管理的案例，提出网络舆情产生的原因与背景。立足地方公安机关的基本做法，提出基层公安机关网络舆情管理的问题及原因，提出提升地方公安机关处置网络舆情水平的对策建议，分别包括充分利用宣传阵地开展正面引导、积极应对涉警负面舆情、建立高效的处置机制。关键词：自媒体；基层公安机关；网络舆情；问题；对策AbstractNew media era, the broad masses of netizens use the Internet information communication platform, using blogs, network BBS, chat rooms, email, message boards and other way fully published personal views and opinions, to the local public security organ of the negative comments and evaluation on the business and activities, serious adverse influence on the local public security organ image, thinking is of great importance to research how to effectively deal with the network public opinion.
