1重 度 失 能 老 人 机 构 照 料 服 务 研 究 —— 以 二 连 浩 特 市 x 养 老 院 为 例内容提要： 随着我国人口老龄化和失能化发展形势的日益严峻，养老机构开始在失能老人的照料服务方面发挥着举足轻重的作用。对于失能老人来说，特别是重度失能老人，养老机构可以为他们提供长期性的日常生活照料、专业性的康复护理服务、干净卫生的生活环境，而有些条件恰恰是目前家庭照料和社区照料所无法提供的。笔者通过对二连浩特市x 养老院的调研，发现二连浩特市x养老院对重度失能老人提供的照料服务在个性化需要的满足、无障碍服务设施、医疗康复服务上存在问题。产生这三个问题的原因主要是养老院的管理水平偏低、重度失能老人的照料服务没有规范性、养老院的基础设施建设与规划布局不完善、护理人员的力量不足且待遇低。基于二连浩特市x养老院在重度失能老人的照料服务中所存在的问题，分析产生这些问题的原因，提出加强对重度失能老人的照料服务机构建设的指导、切实提高养老服务机构的管理水平、提高落实与照料服务供给方相关的补贴标准、完善养老机构的基础设施建设和规划布局、加强培训以提高护理人员的专业化的照料服务能力的建议。关键词： 照料服务 重度失能老人 养老机构Rearch on the severely disabled elderly institutional care——Take the x nursing home in Erenhot for exampleAbstract ： With the development of aging and disability in China, the elderly care institutions begin to play an important role in the care of disabled elderly.
