医院科研管理与绩效考核评估系统的构建与应用倪战鹰 张国强【摘要】本文介绍了利用 PowerBuilder 9.0 ，设计开发的基于数据库SQL Server 的《医院科研管理与绩效考核评估系统》的构建及其主要功能，其特点是除了能完成科研管理日常事务之外，还将先进的计算机技术与科学的绩效评估体系相结合，实现了科研管理与绩效考核双重功能，极大地提高了工作效率与工作质量。【关键词】科研管理；绩效考核；管理系统The construction and employment of the system for hospital research management and performance assessmentNi Zhanying and Zhang Guoqiang(Affiliated Zhongshan Hospital of Dalain University, Dalian, 116001)AbstractThe paper introduces the construction and major functions of the system for hospital research management and performance assessment in designing and developing database SQL Server by PowerBuilder 9.0. The character of the system is that it involves advanced computer technology in performance assessment and it realizes two functions of research management and performance assessment apart from normal research management duties, which significantly enhances work efficiency and quality.Key words: research management; performance assessment; management system科研管理是整个科学讨论工作的一个重要组成部分。科研管理水平的高低对一个单位科研的进展、成果的获得、经费的使用、效益的高低都会产生直接的影响。科研管理工作包括科研计划、项目、成果、论文、设备、经费、人员等各个环节的管理，每年要产生大量的文件和数据[1]。而在管理工作中，为各级领导提供科技信息、对各级人员及科室进行科研绩效量化考核又是科研管理部门常常进行的工作之一。传统的管理方法，靠手工进行各类数据的整理统计，费时又费劲，其效率低、错误率高、容易产生数据不一致和数据丢失等现象，严重者可造成领导决策上的失误[2]。随着计算机技术的飞速进展和管理现代化的需要，管理科学信息化和数据化提高了决策的准确性和时效性，计算机技术已被广泛应用于科研管理工作中。我们根据本院科研管理工作的需要，利用 PowerBuilder 9.0 ，设计开发了基于数据库 SQL Server 的《医院科...
