转基因技术在农业生产上的应用及其安全管理

转基因生物及其产品的进展现状与安全管理问题讨论1邓启明 1王景辉 2张秋芳 3吴兴南1福建省农业科学院科技情报讨论所2福建省农业科学院生物技术中心3福州大学摘 要：虽然转基因生物及其产品已开始进入商品化生产阶段，但国际上关于转基因生物及其产品的安全性问题的争论仍甚为激烈。论文简述了转基因生物及其产品的进展应用及其安全管理的现状与趋势，着重阐明对转基因生物及其产品应实行的科学态度以及相应的对策措施。具体地说，一是要提高认识，转变观念，积极支持和鼓舞转基因生物及其产品的讨论与应用;二是要借鉴发达国家的成功经验与教训，加强转基因生物及其产品的安全性讨论;三是要进一步完善相关法律法规体系，加强转基因生物及其产品的安全执法力度;四是要建立健全严格的安全检测体系，加强对转基因生物及其产品的监测与把关，真正做好理论和技术上的准备与保障。关键词：转基因生物 产品 安全性 管理 进展 对策措施Abstract: GMOs and their products have developed in commercialized scale recently, of which the risk is debated intensively, but should be analysed case by case. Based on the summarizing of the actuality and the trend of the development and the safety management of GMOs and their products, the scientific attitude and the main countermeasures are put forward in this paper. Firstly, we should improve our understanding and change our notion, encourage and support the study and application of the GMOs and their products actively. Then we should use the successful experience or the lessons of the developed countries for conference, and enhance the studying of their safety. Thirdly, we should improve the system of the correlative laws and rules and enforce the laws strictly. At the end, we should set up a strict system of safety test and reinforce the check and measure of GMOs and their products.
