英国文官制度的建立摘 要英国现代文官制度继承与发展了中世纪的“恩赐官爵制”与立宪初期的“政党分肥制”，历经多次的改革，日趋走向完善。虽然至今已有近百年，但是英国文官制度所建立的原则、方式仍然不会过时，对于我国以及世界很多国度文官体制的发展提供有益借鉴。本文主要研究英国文官制度的建议，分析英国文官制度的发展，探讨中国科举制度对英国文官制度的影响，进一步分析英国文官制度存在的问题，并提出英国文官制度的改革措施以及未来改革方向。关键词：英国；文官制度；改革The establishment of the British civil service systemAbstractThe modern civil service system of the inheritance and development of the Middle Ages "gift was constitutional system" and the initial "spoils system", after several reforms, increasingly toward perfection. Though nearly 100 years ago, the principles and methods established by the British civil service system will not be out of date. It will provide a useful reference for the development of civil service system in many countries and in the world.
