提升我国灾害管理能力的思考 摘要：我国是世界上自然灾害发生最频繁、最多、造成的经济损失最严重的少数国家之一，但作为我国政府日常工作重要组成部分的灾害管理仍存在许多重大问题。危机救治机制重要的是政府积极进行强制性干预、探寻危机的根源，通过一系列政策稳定社会，并进行心理救治以及动员全社会的参加。 关键词：救灾；灾害管理；政府危机管理 Abstract： China is one of the fewer countries where natural disasters most frquently happen and where economic loss is the greatest. However, there exist many problems in the management of disaster, which acts as an important integrant in governmen daily work. With the snowstorm being the background, it points out the deficiencies in the system of disaster also puts forward some suggestions on our homely management of disaster on the basis of the union of the abroad success of providing disaster relief and the theory of government crisis management. Key words： provide disaster relief;disaster management; management of government crisis. 2025 年初的这场可以称为国难的南方雪灾，实在是来的突然和棘手。民政部报导，1 月 10 日以来的低温雨雪冰冻灾害造成浙江、江苏、安徽、江西、河南、湖北、湖南等 19 个省不同程度受灾，因灾死亡 60人，失踪 2 人，紧急转移安置万人；农作物受灾面积千公顷；倒塌和损坏房屋万间；因灾直接经济损失亿元。这场突发的雪灾，再次考验了中国的灾害管理机制。 一、我国现行灾害管理机制的问题 1.备灾环节 首先，缺乏完整而完备的灾害应急法律体系，缺乏统一的国家防灾减灾基本法保障。至目前，在防灾减灾方面我国已经出台了不少相关法律和行政法规，如《防震减灾法》、《防洪法》等，但这些都是单灾种防灾法，并不是统一处置灾害的基本法。在每次危机过后，应将预案及时修改，假如说今年的雪灾前，政府有足够的法律准备，以及预案措施，就不会造成后来的很多相关系统的瘫痪。 其次，危机来临前的演习培训和抢救训练准备不足。救灾物资储备量不够，缺乏系统的战略和进展规划，管理观念和装备水平比较落后；救灾储备物资缺乏应有的目录和标准，管理不尽法律规范；综合协调不足，救灾...
