公共管理理论流派综述与讨论启示公共管理理论流派综述与讨论启示 摘要：公共管理学科是在不断克服“身份危机”的过程中成长起来的。100 多年的公共管理进展史使其呈现出学术繁荣与多元格局，这与公共管理思想流派的争锋有很大关系。本文从不同思想流派着手分析公共管理的进展历程，明晰了公共管理理论的内在逻辑，以期为今后的讨论提供参考与借鉴。关键词：公共行政，公共管理， 流派 Abstract: public management discipline is in constant overcome "identity crisis" in the process of growing up. 100 years of history of public management to make it present a academic prosperity and plural pattern, this and public management schools of thought first has the very big relations. This paper, from the analysis of the different thoughts to public schools of the management of the development course, define the public management theoretical internal logic, so as to provide a reference for future study and using for reference. Key words: public administration and public management, genre 中图分类号：D631.43 文献标识码：A 文章编号： 1 公共管理原则导向的流派 White（1926）的《公共行政学导论》和 Willoughby（1927）的《公共行政学原则》使公共行政学者都信任公共行政存在着指导行政现象的科学原则；Max Weber（1978）的《论官僚制度》探讨了现代组织原则与法律规范，发明了层级制。Gulick、Urwick（1937）等人的《行政科学论文集》，深化探讨了法约尔管理过程与管理原则。 首先为古典管理学派，该学派主要关注行政效率，寻求为行政管理提供一系列方法与技术，为提高行政效率而在操作层面上进行科学讨论及组织工作。该学派为公共行政学的产生和进展提供了重要的理论基础。Taylor 将科学引入管理领域，提高管理理论的科学性。Taylor（1911）在《科学管理原则》中提出共同利益为基础的科学管理原则，并指出：“科学管理原则普遍适用于各种人类活动”。科学管理理论强化了人们对消除浪费和提高效率的关注，从而成为了公共行政的核心价值追求。 其次为行政管理学派，该学派从管理实务出发，建立了一套管理理论和规则，作为管理者的行为准则。Henri Fayol 的主要贡献是开创了组织讨论领...
