摘 要成本管理就是在工程设计项目的形成过程中，对设计过程所消耗的人力资源、物资资源和费用开支进行指导、监督、调节和限制，把各项生产费用控制在计划成本内，保证成本目标的实现。设计阶段的成本控制看似简单，其实也并不简单，整个控制过程也是一个系统工程。但它也并不是高不可攀。只要我们充分认识设计阶段的造价控制是关键，创造适宜的条件，合理确定目标，采用科学的方法，就一定能搞好设计阶段的造价控制。 关键词：工程项目；设计阶段；成本管理英文题目（How to effectively control the cost engineering design phase） AbstractsCost management is in the process of the formation of the engineering design project, the design process of human resources, material resources and expenses for guidance, supervision, regulation and restrictions, the various production cost control within the planned cost, ensure to achieve the goal of cost.
