公共危机中政府信息披露问题的探析研究 行政管理专业

中文提要铁路交通作为城市居民出行的重要交通方式，其重要性主要表现在涉及人员众多、保障了我国经济平稳较快的发展和关系到国家的国防安全。本文以7•23 甬温线特别重大交通事故为个案披露了我国在公共危机中政府信息存在着缺陷、和信息公开程度不够等问题。首先介绍了公共危机与政府信息的概念；然后以 7.23 甬温线特别重大交通事故说明公共危机中政府信息披露存在的问题以及原因分析；最后介绍公共危机中政府信息披露问题的对策。关键词：公共危机 信息公开 政府AbstractThe railway traffic as a city dweller of important transportation means, its importance is mainly manifested in the many, security personnel involved in the fast yet steady economic development and related to the national defense security. Key words: Public crisis ；Public information；The government （一）研究背景及意义 政府要在涉及公众利益的问题上进一步做到信息公布的公开透明，在经济社会发展中，把激发社会矛盾的风险降到最低。因此，在这转型的现实背景下，公共危机中的政府信息公开的研究具有极其重要的理论价值意义和社会现实意义。从理论的层面上来说，研究公共危机中政府信息公开管理方式的创新方式，对促进政府公共危机管理具有现实的指导意义。从实践的层面上来讲，政府在处置群体性事件过程中，政府信息公开的传播和管理有利于消除社会的恐慌、无序和混乱状态，能够使公众对政府在处置群体性事件中的形成积极评价和正确认识，有利于提高政府的公信力和执行力，建设阳光型政府；有利于推进开展行政问责制，理顺公众与政府、媒体与政府的关系，明...
