地方政府债务风险与对策研究摘 要近年来，我国地方政府债务的总体情况呈现上升趋势，已影响到了地方政府经济发展和社会稳定，引起了社会各方的关注。现如今地方政府债务问题已引起社会各界的广泛关注，对其风险研究具有一定的现实意义。我国地方政府债务风险的逐渐暴露，目前地方政府债务存在债务范围较广、对债务的不规范管理、债务风险渐渐浮现等问题，使经济安全和社会稳定受到严重威胁，过高的地方政府债务风险可能会制约地方经济发展。本文主要从地方政府债务风险成因在体制上和管理这两个角度进行分析研究，并对美国和日本对地方债务管理的经验加以分析，最后针对风险的成因并借鉴国外的发展经验，提出了地方政府债务风险防范对策。 关键词： 地方政府，风险防范，政府债务Local Government Debt Risk and CountermeasuresABSTRACT In recent years, our country present a tendency of increasing the overall situation of local government debt, has affected the economic development and social stability of local government, to cause the attention of the society. Now the local government debt problem has aroused widespread attention from all walks of life, has certain practical significance to research on its risk. Local government debt risk in China gradually exposed, currently has a wide range of local government debt is debt, non-standard management of debt, debt risk are emerging problems, such as threats to the economic security and social stability, high risk of local government debt may restrict the local economy development.
