摘 要黑龙江省在 2003 年正式开始运行新型农村合作医疗以来，在经历了十六年的发展之后，已经基本实现了新型农村合作医疗中的农民参保全面覆盖的优异的成绩和令人骄傲的成果。然而在黑龙江省新型农村合作医疗取得优异的成绩的同时，同样也存在着一些相当重要的问题。文章的研究目的就是希望能够通过对黑龙江省新型农村合作医疗存在的问题及原因的深入分析，找到切实可行的解决措施，进一步完善新型农村合作医疗。本文在通过查阅参考文献和数据分析法的基础上，首先阐述了选题的背景和研究的意义，明确了研究内容和研究方法；其次运用新型农村合作医疗的概念及特征进行了相关理论概述，并比较了新旧农村合作医疗的区别；接着揭示了黑龙江省新型农村合作医疗的现状，包括具体的运行情况和多年来达成的成就；再次对取得的成就进行客观的分析找到了存在的问题及原因；最后针对这些问题从资金筹集机制、补偿方案、监督管理机制等方面提出了相对应的解决办法。关键词：黑龙江；新型农村合作医疗；资金筹集机制；补偿方案；监督管理机制AbstractSince Heilongjiang Province officially began operating the new type of rural cooperative medical carein 2003, after sixteen years of development, it has basically achieved excellent results and proud results of comprehensive coverage of farmer participation in new rural cooperative medical care.However, while the new rural cooperative medical care in Heilongjiang Province has achieved excellent results, there are also some very important issues.
