国外企业安全管理1.BP职能化的安全管理机构•职能部门向总经理汇报，但同时向直属上级报告，业绩主要由职能上级考核•职能部门具有相对独立性•不同成员公司安全人员形成一个网络，会承担一定上级的任务总经理销售经理安全顾问人力资源顾问工厂厂长运作经理财务经理供应采购经理信息技术顾问2.道达尔佛山工厂组织架构:134人3.杜邦4.广本5.ABB6.ACCO（每个职位的职责看原文）7.阿美科（AMEC）8.巴斯夫9.贝克休斯Enterpriseemployeeinjury/illnessperformanceWeachieveda14%reductionin2013TotalRecordableIncidentRate(TRIR),surpassingour10%goalfortheyear.Although66fewerrecordableincidentsoccurredthaninthepreviousyear,580employeesstillsufferedarecordableinjury.InadditiontosuccessfullyloweringourTRIR,weachievedan18%reductioninourDaysAwayFromWorkCaseRate(DAFWCR).OurkeyHSEperformancemetricscontinuetooutperformtheInternationalAssociationofDrillingContractorsbenchmark,andareinthetopquartileacrosstheindustry(Fig.2).Ourlosscontroltriangle(Fig.3)showsthatemployeessubmitted487,060observationsin2013,a20%increaseyear-on-year.Thisincreasecorrelatesdirectlywithourimprovedsafetyandenvironmentalperformance.Injury/illnessdataanalysisFigs.4and5illustratethetopfiveinjuredbodypartsandthesixmostcommontypesofinjuriessustainedin2013.Handandbackinjuriescontinuetobethemostfrequentbodypartsaffected.Combined,theseinjuriesconstitute44%oftherecordableinjuriesfortheyear(Fig.4).Althoughsprainsandstrainscontinuetobethemostprevalenttypeofinjury,weexperienceda14%reductioncomparedto2012and31%comparedto2011(Fig.5).RecordableinjuriespredominantlyoccurredatthewellsiteorataBakerHughesfacility.Togethertheselocationsaccountedfor82%oftherecordableinjuries(Fig.6).TransportationsafetyOurtransportationsafetyperformanceimprovedlastyear.OurrecordableMotorVehicleAccidentfrequencyimproved4%,andouroverallaccidentfrequencyrate(allseverityclassifications)decreasedbymorethan9%.Whiletheseareveryencouragingresults,westillhavemanyopportunitiesforimprovement.Asinthepast,themajorityofourrecordableaccidentswereduetoacombinationoffactors,butexcessivespeedforroadandweatherconditions,improperfollowingdistance,poordriverawarenessofsurroundingsandinconsistentjourneymanagementpracticescontinuetobeourmostfrequentcontributors,reflectingtheneedforcontinuedtrainingandstrongoversightprograms.Toaddresstheseissues,wecompletedathoroughdrivingtrainingprogramstrategyaddressingnotonlytheBakerHughesspecificdrivertrainingcomponents(coredefensivedriving),butalsodrivertrainersandassessors(TransportationTrainerandAssessorCertificationCourse).FurthersupportforthesetwoprogramswillcomewiththeintroductionoftheTransportationSafetyManagementLeadershipPrograminQ12014.Allthreeprogramswillalsobeintroducedglobally.And,wehaveinitiatedplanstopilotastate-of-theartdrivingsimulator.10.福陆11.哈利伯顿During2013,weachievedastrongsafetyperformancewitha26percentdeclineininjuryrates.Thisisoneofthegreatestyearover-yearimprovementswehaveeverseen,anditspeakstothededication,allacrossourorganization,toensurethateveryonereturnshomesafe.KeyAchievements•AswecontinuetoworktowardourultimategoalofZERO,wereducedourtotalrecordableincidentrate(TRIR)to0.59in2013.Thisrepresentsourbestperformance,anda70percentdecline,sincetheCompanybegankeepingconsolidatedrecordsin1999.Our2013lost-timeincidentrate(LTIR)of0.14representsourbestperformance,andan86percentdecline,comparedto1999.•Wereducedboththevolumeofspillsandourcarbonfootprinti...
