国有土地上房屋征收与补偿条例Regulations on the Expropriation of Houses on State-owned Land and Compensation Therefor 第一章总则Chapter One General Principles 第一条为了规范国有土地上房屋征收与补偿活动，维护公共利益， 保障被征收房屋所有权人的合法权益，制定本条例。Article 1 These Regulations are formulated in order to regulate the activities of expropriation of houses on state-owned land and compensation therefor, maintain the public interest, and protect the legitimate rights and interests of the owners of the houses to be expropriated. 第二条为了公共利益的需要，征收国有土地上单位、个人的房屋， 应当对被征收房屋所有权人（以下称被征收人）给予公平补偿。Article 2 Fair compensation shall be made to the owners of the houses to be expropriated (hereinafter the "Persons Whose Houses Are to Be Expropriated") in the event of expropriation of houses owned by entities or individuals on state-owned land. 第三条房屋征收与补偿应当遵循决策民主、程序正当、结果公开的原则。Article 3 In the process of house expropriation and compensation, the principles of decision-making democracy, proper procedures and result transparency shall be followed. 第四条市、县级人民政府负责本行政区域的房屋征收与补偿工作。Article 4 City and county people's governments shall be responsible for house expropriation and compensation work within their jurisdictions. 市、县级人民政府确定的房屋征收部门（以下称房屋征收部门）组织实施本行政区域的房屋征收与补偿工作。The departments for house expropriation determined by city and county people's governments (hereinafter "House Expropriation Departments") shall be responsible for organizing the implementation of house expropriation and compensation within their administrative regions. 市、县级人民政府有关部门应当依照本条例的规定和本级人民政府规定的职责分工，互相配合，保障房屋征收与补偿工作的顺利进行...
