According to the practical situation of one freeway construction project, a new resolution is proposed by this paper, based on some accidents statistical data. Further more, qualitative and quantitative assessment is carried out from seven aspects, viz. general layout, construction site, roadbed, tunnel, fie in tunnel, bridge and road system.
