Improving the efficiency of science and technology management and creating an innovative atmosphere are the necessary conditions to promote the rapid development of scientific research in universities. The paper analyzes the problems existing in the management of science and technology in universities from the aspects of allocation of science and technology resources ， evaluation of scientific and technological achievements and patent management， and puts forward corresponding countermeasures and suggestions.
