This article carriys on the concise description to thesalary concept firstly, points out the characteristic of the salaries of civil servants and its specific functions, then carries on the analysis to the advanced salary system overseas, and do a detailed presentation to some classic case in several countries. On this basis, it carrys a simple description on our civil service pay system , do a compariable research from several different aspects,and found that our current civil service’s pay has many difficult problems to resolve, Through analyzing, we propose some relative reasonable reform ideas as the proposals of civil service pay reform we suggest, including establish a legislative mechanism on civil service pay, set a clear scope of the pay system and improve the structure of pay system, and so on.
