摘 要我国在改革发展过程中,社会结构发生变化,许多的矛盾逐渐突显。在公民的权力与利益得不到正常表达,而救济的管道又严重堵塞的情况下,一些民众通过上访申诉的方式来维护自己的利益。所以,各地方政府信访部门的信访工作日益繁重,再加上群众的非正常上访,信访工作效率的提高也受到阻碍。本文立足于当前的信访工作现状,对地方政府信访工作在机构设立、信访投诉行为、信访信息公开、信访治理方式等方面存在问题进行阐述,分析其产生的原因,归纳起来主要有以下几点:信访体制的不完善,政府官员的行政不作为,政府实行压力型维稳机制,缺乏有效的监督机制。并提出了三层次的工作开展对策,一是加强信访基础工作的治理,二是完善信访工作的方式,三是在制度上保障信访工作的开展。信访的治理需要信访工作的不断开展,不断创新,需要充分发挥各方面的力量。以此解决好民众的疑问,提高信访工作水平,推进信访制度建设,维护好人民的利益,实现社会的稳定与和谐。关键词:地方政府;信访工作;治理AbstractIn the process of reform and development in our country, the social structure has changed and many contradictions have become increasingly prominent.
