海南自贸区建设背景下的离岸金融发展研究摘 要：2018 年 4 月 13 日，党中央决定支持海南全岛建设自由贸易试验区，支持海南逐步探索、稳步推进中国特色自由贸易港建设。同年 10 月 16 日，国务院正式发布的《中国（海南）自由贸易试验区总体方案》支持海南省建设区域性离岸贸易中心，可见在海南自贸区（港）建设的过程中离岸金融作用的重要性不言而喻。本文先介绍了常见离岸金融业务；其次对海南目前离岸金融业务发展现状进行了介绍并围绕其存在的问题深刻分析；后在此基础上对海南省充分利用自身优势发展特色离岸金融业务方向构想创新，分别为涉旅企业国际化经营的离岸业务、跨境贸易与物流产生的离岸业务、非居民的离岸业务、离岸融资租赁业务；为保证顺利推动海南省离岸金融业务发展从充分利用政策、增强离岸金融风险管理能力、培养离岸金融相关人才和发展中介服务机构四个不同角度提出要求。关键词：海南省；自贸区（港）；离岸金融；离岸金融业务Research on Offshore Financial Development under the Background of Hair Free Trade ZoneAbstract:On April 13, 2018, the Party Central Committee decided to support the construction of Hainan Free Island Pilot Zone On October 16, the same year, the State Council officially released the "China Pilot Free Trade Zone Overall Plan" to support the construction of a regional offshore trading center in Hainan Province, showing the role of offshore finance in the process of Hainan Free Trade Zone construction The importance of is self-evident.
