海外铁路土地综合开发模式的思考摘 要：在“走出去”战略背景下，中国铁路已逐步走出国门，如何走得好是问题的关键。本文从分析海外铁路项目的现状出发，提出在海外铁路项目实施过程中，应树立“以公共交通为导向”的开发（TOD 模式）理念，将现有资源与外部资源重新整合，采纳 PPP 的合作模式协调各方利益、凝聚各方力量、统一各方行动，实现铁路项目经济增值和当地建设进展的“双赢”，探究海外铁路土地综合开发新模式。关键词：一带一路；土地综合开发；以公共交通为导向（TOD）；公私合营模式（PPP）Critical Thoughts about Comprehensive Land Development Mode of Overseas Railway ProjectAbstract: .Under the strategic background of “Go Global”, Chinese railway has been going abroad gradually, but how to do better is very crucial. Based on the analysis of the current situation of overseas railway projects, this thesis indicates that the development concept of “public transportation – oriented” (TOD) mode should be established in the implementary process of overseas railway projects, and reintegrate the available resources and external ones through adoption of the PPP mode to coordinate the interests, unite powers and harmonize the action of all sides, therefore to achieve the “win-win” between the economic added value of railway projects and the local construction development, and explore the new modes for land comprehensive development in the overseas railway projects.Key words:the Belt and Road; land comprehensive development; Transportation Oriented Development (TOD); Public-Private Partnership (PPP)1 海外铁路项目现状随着 “走出去”战略的推动，中国铁路企业已逐步走出国门。截止 2024 年；中国铁路企业共收获十多个海外项目，总里程逾四千公里。在实施过程中发现海外项目一般具有如下三方面特点。1.1 资金筹措额大，融资渠道单一一般采纳中国铁路总公司牵头，国铁路企业联合体抱团出海的模式。建设资金体量大，融资模式一般为 B2B 企业融资、开发贷、财政投资、国际援助返...
