海外铁路土地综合开发模式的思考摘 要：在“走出去”战略背景下，中国铁路已逐步走出国门，如何走得好是问题的关键。本文从分析海外铁路项目的现状出发，提出在海外铁路项目实施过程中，应树立“以公共交通为导向”的开发（TOD 模式）理念，将现有资源与外部资源重新整合，采纳 PPP 的合作模式协调各方利益、凝聚各方力量、统一各方行动，实现铁路项目经济增值和当地建设进展的“双赢”，探究海外铁路土地综合开发新模式。关键词：一带一路；土地综合开发；以公共交通为导向（TOD）；公私合营模式（PPP）Critical Thoughts about Comprehensive Land Development Mode of Overseas Railway ProjectAbstract: .Under the strategic background of “Go Global”, Chinese railway has been going abroad gradually, but how to do better is very crucial.
