“专车”行政管理法律问题探析法学

本科论文摘 要“专车”不同于出租车，也不等于黑车，“专车”主要服务于高收入群体出行和商务出行需要，具有定制化、差异化的特征。“专车”接受行政监管，但却处于法律和政策的模糊地带，并没有获得明确的合法地位，无法公平地参与市场竞争。党的十九届四中全会提出了推进国家治理体系和治理能力现代化的总体目标深入研究当前“专车”行政管理法律问题，提出相应的对策建议，积极探索“专车”行政管理的举措，对于推进交通运输领域治理体系和治理能力现代化，服务群众出行需求具有重要的实践意义。关键词：“专车”服务；行政管理；法律问题 本科论文Abstract"Car hiring" are different from taxis and do not mean black cars.
