论城市规划中的公众参加问题论城市规划中的公众参加问题 摘要：所谓公众参加，是在社会分层、公众和利益集团需求多样化的情况下所实行的一种协调对策。它强调公众参加城市社会进展的决策和管理过程，使公众自下而上的参加和政府部门自上而下的管理形成合力，以促进社会的和谐进展。城乡规划中实施公众参加机制能够有效的协调思想、减少各方之间的矛盾，同时增强市民的参加性和主体意识、提高公共决策的科学性和民主性，从而能够保证城乡规划的更进一步有效的实施。本文首先分析了公众参加的概念，然后阐述了公众参加城市规划的必要性，并归纳了我国公众参加城市规划中存在的问题，最后重点探讨了加强城市规划公众参加环节的对策。 关键词：城市规划；公众参加；组织形式；决策；反馈 Abstract: the so-called public participation, is the social stratification, the public and interest groups demand variety situation has taken a coordination strategy. It emphasized public participation in decision-making and management of urban social development process, the top-down, bottom-up public participation and government management to form resultant force, so as to promote the harmonious development of society. Urban and rural planning in the implementation of public participation mechanism can effectively coordinate ideas, reduce the contradiction between the parties, at the same time strengthening the consciousness of citizen participation and the main body, improve public decision-making scientific and democratic, which can ensure the further effective implementation of the urban and rural planning. This paper first analyzes the concept of public participation, and then expounds the necessity of public participation in urban planning, and sums up the problems of public participation in urban planning in our country, finally discusses the countermeasures for strengthening the link of urban planning public participation.
