摘 要随着社会不断发展，农民的生活水平不断提过，国家政府对农村的问题也越来越重视，所以如何解决好“三农”问题，实现全面小康目标，乡村治理就成为推动这些目标实现的重要动力。而乡村的治理需要政府和农民携手共进，共同推动乡村治理的发展。因此，以乡村治理为土壤，去分析在治理至今中的成果，发掘农民在其中的参与问题。通过乡镇政府在体制中和行政行为中所表现的作为，和农民自身因素的影响，分析农民参与的问题。然后根据问题，从法律法规，政府的职能转变和改善农民生活状况，发展农村文化，来规范政府行为，使政府正确定位，积极主动的引导农民参与，同时也能够培养农民的公共精神，进而主动参与到乡村事务的管理当中。本文以此为基础，在农民参与对乡村治理具有重要性的前提下，探究乡镇政府和农民是如何限制参与行为，从而规劝政府在政策执行中更加规范自身，引导农民，达到更好的治理乡村，推动乡村社会的发展。关键词：乡村治理；村民自治；农民参与； AbstractWith the continuous development of the society, the living standards of the peasants have been continuously mentioned, and the national government has paid more and more attention to the problems of the rural areas.
