Liaoning Province is the old industrial bases in China, where the economy runs in the way of large mining, low utilization and huge emission. The model of the economic growth in Liaoning made the environment afford too much and has caused air pollution seriously in some cities. Therefore, Liaoning has to build a series of policies and regulations system in order to enhance its development in low-carbon economy. Firstly, the plan of low-carbon economy should be done very well. Secondly, the carbon budget should be found. Thirdly, the incentive and regulated policies in tax should be made. Fourthly, the government should setup grant-in-aid policy. Fifthly, intellectual property legislation should be made to promote low-carbon economy.
