模联会议流程规则 流程规则 会 议 正 式 开 始 前 主 席 会 向 大 会 代 表 介 绍 参 会 代 表 总 数 ， 简 单 多 数 ， 三 分 之 二 多 数 分 别 是 多 少 。 一．点名 Roll Call 在这一阶段，主席助理会按国家字母顺序依次点出国家名，被点到国家举起国家牌并答：到（Present） The Rapporteur : Honorable delegates now we are going to have the roll call .Those countries called please raise your placards and answer Present . Austria Delegate of Austria : Present The Rapporteur : Austria is present 主席助理：尊敬的各位代表，现在我们进行点名。请被点到国家举起国家牌并回答“到”。阿富汗。 阿富汗代表：到。 主席助理：阿根廷。 阿根廷代表：到。 …… 二．确定议题 setting the agenda 当一个委员会讨论的议题多于一个（Multiple Topic Areas ）时，代表们需要首先确定先讨论的议题。议题一经确定，则在通过该决议之前，代表们讨论的内容只能在这一议题范围内。 主席分别在赞成首先讨论议题 A 和赞成首先讨论议题 B 的国家中，分别随机点出三名代表进行发言，发言时间为 90 秒，之后进行投票，实现简单多数赞成票的议题则成为本场会议的讨论议题。 The chair : Since we have two topic areas ,we are going to set the agenda first.Those countries in favor of talking about topic area A first please raise your placards.China , Russia, Singapore, thanks .Those in favor of talking about topic B area first please raise your placards . Obviously Topic …… is the topic for today’s conference 三．产生发言名单 Open Speakers’ list 代表确定议题之后，正式辩论开始。主席会请需要发言的代表据国家牌，并随机点出国家名。代表们发言的顺序就是主席点名的顺序。主席助理将该顺序投影在大屏幕上，即为发言名单。发言名单上会注明议题和发言时间。在北大模联会议中，正式辩论发言时间是 2 分钟（120 秒）。如果需要追加发言机会，代表可向主席台传递意向条，要求在发言...
