我国应急物流讨论综述与展望 摘要:应急物流的高效运作能够降低突发事件造成的危害,因而得到了理论界的广泛关注。文章在综合近几年我国应急物流讨论文献的根底上,从“根本理论、系统构建、风险、存在问题、存在问题对策及相关模型〞六个方面对应急物流的讨论进展进行了综述。然后给出了进一步讨论的主要方向:应急物流动态管理、虚拟应急物流、应急物流风险管理和应急物流决策支持系统。 关键词:突发事件;应急物流;综述 中图分类号:F406.5 文献标识码:A Abstract: Because the efficient operation of emergency logistics can reduce the harms caused by emergency, it has caused wide public concern among theorists. This paper provides an overview of Chinese emergency logistics study from six sides, basic theory, the construction of system, risk, existing problems, the solution to the existing problems and related models on the base of reviewing the liberations in recent years. Then gives the major future research directions, dynamic management of emergency logistics, virtual emergency logistics, risk management of emergency logistics and the decision support system of emergency logistics. Key words: emergency; emergency logistics; review 0 引言 应急物流的高效协调运作能够将应急流体按所需流量以最大概率快速、及时、准确地运往目的地,从而降低突发事件造成的危害,防止灾害演化为灾难,因而引起了世界范围内学者的关注。我国在 2024 年 SARS 疫情之后,亦开始关注应急物流讨论,并且这种关注随着突发事件的频繁发生一直持续至今。本文将对近年来我国应急物流的讨论进展情况进行综述,并探讨有待进一步讨论的问题。 1 应急物流根本理论讨论方面 应急物流的根本理论主要包括应急物流的定义、产生原因、特点和分类。 1.1 关于应急物流定义的讨论 应急物流的定义至今未形成统一认识,主要有四种观点。一是将其理解为应对突发事件所实行的一系列紧急物流保障措 施[1];二是理解为为了满足突发的物流需求,非正常性地组织物品从供给地到接受地的实体流动过程[2];第三种观点认为是应对突发性事件所实行的一种物流运作模式[3];最后一种观点那么认为是由突发性因素或事件引起的特别...
