本科论文摘 要防治大气污染是各级党委、政府的义务和责任。各级党委、政府部门及相关工作人员不履行防治义务或者履行防治义务不到位，尤其是在出现未及时发现和处理大气治理过程中存在的问题等失职失责行为时，就必须承担相应的责任。为确保责任到部门、到人头，须以问责为手段，实行严格的问责。目前，我国大气污染防治问责机制的建立仍不完善。主要表现为问责的法律规范不健全、问责监管机制不到位、问责过程不透明、问责处罚力度不够以及问责过程中出现的权责不一致，为了使这一系列问题得到改善，我国须加强问责法律和问责监管体系建设，实行问责过程公开，加大问责惩处力度并建立起权责一致的问责文化，使问责机制真正发挥保护大气和治理大气污染的作用。关键词：大气污染防治，问责机制，问题，优化路径本科论文AbstractPreventing air pollution is the duty and responsibility of party committees and governments at all levels.
