本科论文摘 要在资源枯竭型城市转型的过程中会遇到各种各样的问题，包括政治、经济、环境和就业等。这其中所涉及到的职工转岗安置问题是关乎民生的重要问题，需要引起各方的高度关注。探讨地方政府怎样可以在国家经济发展的大背景下，克服当前的转型困境，准确定位并且制定合理政策来协调经济发展、环境保护和社会稳定之间的关系，对于实现资源枯竭型城市的转岗职工合理安置具有重要的现实意义。文章在参考借鉴国内外相关文献的基础上，针对兖州矿业集团职工转岗安置现状进行了的实地调查。分析了煤炭资源枯竭型城市在职工转岗安置方面面临的困境及原因，对进一步完善煤炭职工转岗安置问题的政府职能发挥提出了对策和建议。关键词：煤炭资源型城市，职工转岗，政府职能本科论文AbstractIn the process of transformation of resource exhausted cities, we will encounter various problems, including politics, economy, environment and employment.
