跨国公司研发国际化的溢出效应及我国政策分析

跨国公司研发国际化的“溢出效应”及我国政策分析段军山（上海财经大学 金融学院，上海 200083）摘要：当今跨国公司控制着 90％的国际先进技术，其研发投资活动显现出明显的国际化趋势，但对东道国技术进步有正反两方面的影响。跨国公司对外直接投资带来的“技术溢出”和“工资溢出”在我国都有所表现，但发挥作用的条件在变化，所以我国现行的鼓舞政策有明显的局限性，应抓住机遇，扬长避短，进行政策性调整，大力引进跨国公司研发投资，充分利用“溢出效应”，防止“挤出效应”，促进先进制造业基地的成长，加快我国知识性经济的步伐。关键词：跨国公司；研发国际化；溢出效应；政策中图分类号：F114.41 文献标识码：Athe R&D Internationalization of the MNCs’ Spillover Effect and Policy Analysis Duan Jun-shan (School of Finance, Shanghai University of Finance and Economics, shanghai 200083, China)Abstract: MNC controls 90% international advanced technology and it trends to invest internationally. But it has both passive and negative impacts on the host countries. The MNCs foreign direct investments in China bring “technical spillovers” and “wage spillovers”, but the conditions which take effect have been changed, so our policy which encourage investments has obvious limited.
