公务卡报销管理暂行办法中国科学院大气物理讨论所公务卡报销结算管理暂行办法,试行，第一条为了推行公务卡改革法律规范我所公务卡报销业务减少现金支出〜〜〜提 高支付透明度加强财务监管同时方便报销人报销用款根据《财政部中国人〜〜〜 民银行关于印发〈中央预算单位公务卡管理暂行办法〉的通知》，财库，27,63 号, 及我院《关于全面推行公务卡改革有关事项的通知》，计字[29]25 号，制定本〜 办法。第二条本办法所称公务卡是指我所工作人员持有的主要用于日常公务支出 和〜财务报销业务的特种信用卡可先消费后还款持卡人无需预借现金、支票即 可〜〜〜持卡透支消费结算。我所原使用现金结算的公务消费支出包括差旅费、会议 费、〜招待费和零星购买支出等凡具备刷卡条件的均应使用公务卡结算原使用 支票结〜〜算的支出也可使用公务卡结算。公务支出发生时持卡人先通过公务卡结算再凭发票等财务报销凭证和公务〜〜 卡刷卡凭证,POS 签购单，及时办理财务报销还款手续。同时公务卡属于个人信用〜 卡也可用于个人消费但不得办理财务报销手续由持卡人自行还款单位不承〜〜〜〜 担私人消费行为所引致的一切责任。第三条 公务卡实行“一人一卡”实名制管理由财务部门统一组织本所工作〜 人员向发卡行申办我所每位在职职工及在我所工作并〜separating spaces.
