Keywords: city transformation; city planning; government function; value orientation; Urbanization 中图分类号：TU984 前言 长期以来，城市规划作为政府的主要职能行为，受到了多方面的批判，既有来自外部的市场经济性批判，也有来自城市民众化的批判。随着我国城市多元化的快速进展，城市规划越发复杂，如何适应社会经济进展，更好的完善城市规划，成为当前政府执行城市规划行为的重要任务。城市规划在社会经济进展方面具有重要作用，城市进展方式也在一定程度上决定了城市经济进展的速度、质量以及城市规模等。目前，我国正处于城市进展方式的转型期，城市规划呈现出新旧并存的局面，在这一时期，讨论城市进展方式的转变，对于更好的指导我国城市规划设计的实践具有重要作用。因此，笔者以城市进展方式的转型为论述基础，通过对转型期的城市规划设计讨论，希望有助于我国城市及城市经济更好、更快的进展。 城市进展方式的转型 1、生产与消费并行的进展方式 在传统的城市进展模式中，经济增长仍然是其主要的支撑，经济成为城市进展的主要因素，例如，苏州避开古城，开辟新城等，都是为城市经济进展...
