After analyzing the availability and exit mechanism of affordable house, this article offered some suggestions for the sustainable operating for the affordable house. key words: affordable house; sustainable operating; mechanism design 1. 引言 随着城市化进程的加快，我国房地产业取得卓越成就的同时也存在房价格上涨过快等问题，导致中低收入水平家庭的刚性需求得不到满足，为了解决这些问题，国家出台了保障房政策，提出“十二五”时期要建设保障性住房和棚户区改造住房 3600 万套，尤其是大力进展公租房。本文探讨了适合我国公租房建设运营情况的可持续进展模式，提出了相应的建议。 2. 公租房可持续运营机制 2.1 公租房运营体系 公共租赁住房的资金、建设、分配、运营等诸多事项需要一个完善的体系来支撑，借鉴世界各国公共住房的进展经验构建出公共租赁住房运营体系，如图 1 所示。 图 1 公租房运营体系 Fig.1Affordable House Operating System 政策保障体系是政府在公租房建设过程中提供一系列政策支持的体系，包括免除公租房建设用地的土地出让金，城镇土地使用税、土地增值税以及城市建设配套费等行政费用。 资金保障体系是在公租房建设运营过程中，通过银行贷...
