服务型政府管理职能探析—以上海市徐汇区为例摘 要经过了改革开放的大变革和 21 世纪经济全球化的浪潮，我国的经济处于全面腾飞的阶段。基于市场经济发展的新公共管理理论对于政府的职能有了全新的定位，由此促进了上个世纪 90 年代以来一直延续到现在的政府改革，并有效的推动了我国经济的全面发展。上海作为我国经济的中心，对于上海市徐汇区政府职能转变的研究，既能够有效的促进上海徐汇区经济的进一步快速发展，同时对于全国其他省市政府职能的变革也具有广泛的借鉴意义。目前国内对于政府职能转变的研究主要集中在对于服务型政府职能本身的研究和对于政府职能转变的研究上。本文认为，关于服务型政府行政职能的实现，以及条件的保障等方面的问题还需要进行深入的探讨。文章将通过对现阶段我国构建服务型政府的实际情况，以及行政主体和环境的研究，来体现政府职能的实现。关键词：服务型政府；政府职能转变；社会组织AbstractAfter the big changes of the reform and opening up and the tide of economic globalization in the 21st century, China's economy is in full takeoff stage.
