摘 要我国建筑工程招标投标制度推广至今已有 20 余年，这个过程是进展和进步的过程，也是我国的建筑市场逐步法律规范的过程。特别是 2000年《中华人民共和国招标投标法》实施以来，我国的建筑工程招投标有了实质性的进展。但从我国目前工程建设的招投标现状来看，在管理体制上的和运行机制上尚存在的一些需要解决的问题。本文介绍了招投标的基本概念和招投标制度的起源,以及我国招标投标制的历史沿革。然后依次介绍了工程招标的程序和主要方式；投标的程序和投标报价；开标的概念，开标会议的程序；评标的方法和定标的方式等。最后，对国际招投标做了一些介绍，外为中用，有利于我国招投标制的健全。本论文详细阐述了投标策略与报价技巧，并分别结合具体案例进行分析说明。最后，针对招投标运行过程中出现的一些问题，从管理体制和运行机制两方面分别指出其缺陷，给出了一些解决的策略。并用一些案例进行实际分析，使其表达更明确。关键词：招标投标制；投标策略；投标报价；国际招投标ABSTRACTTender of Construction Project System spread in our country 20 years ago.
