AbstractWiththeimprovementofcitymodernization,urbanenvironmenthygienemanagement,beinganindispensablelinknowadays,hasattractedmoreandmoreattentionofinvestigatorsandofficials.Itreflectstheimageandspiritualoutlookofonegovernment.Inrecentyears,economicandsocialdevelopmentlevelofLanzhouhasincreasedsubstantially,especiallyforChengguandistrict;thefirstdistrictinLanzhou,whosepublicfacilitieshasgreatlyimproved.However,cityproblemsliketrafficjams,poorsanitaryconditionsandloosemanagementsappeargradually.Naturally,urbanenvironmenthygienemanagementisputonaveryimportantplaceofcityconstruction,whichisleadedbysupervisingauthority,withlargerinvestmentvolume,morehumanized,creativeandlong-actingeffectreformmeasures.Butthereisstillawidegapbetweenthepracticalsituationandpeople’sprospect.Atthemanagement’slevel,thepassivenessofadministration,singlemethodofinvestmentandclosedoperationmechanismareobstaclestohinderitssmoothdevelopment.Meanwhile,intermsofsociety,people’sweaksenseofenvironmentprotectionandall-peopleparticipationlagarealsoinvolved.Generallyspeaking,whatcalledasthekeyproblemofenvironmenthygienemanagementisthattakeupbuilttoomuchwhiledown-playadministrationtoooften.Therefore,itisimperativetoreformtheoldmodeandimprovethenew.Thisresearchiscarryingontheliteraturetocombfullywithintheresearchpresentsituationresearchfoundation,inthefirstchaptertotheresearchbackground,theresearchsignificance,theresearchmentalityandthemethodhascarriedontheelaborationseparately,thushaslaidthefoundationfortheresearchdevelopment.Thispaperanalyzesthecurrentsituationofcityenvironmenthygienemanagementinchengguandistrict,suggestingthroughpreferredorientationandinnovation,takingpublicserviceasmaintask,intheaspectofmanagementtheory,managementsystem,managementmechanism,andmaintenanceserviceaswell,tofindaneffectivewaytoimprovethehygienemanagementinchengguandistrict.Inthelastpart,proposedconstructsthetheoreticalframeworktoguideandrefertothepracticalwork,sothatthecityenvironmenthygienemanagementcouldbecomeaservice-orientedandhumanisticmanagement.
