Based on the commonness p roblem of p rogram and layout of land conso lidation in recent years, thereasonable suggestions are put fo rw ard.Key words: land developm ent; land conso lidation; increasing infield rate; environm ent 土地整理是人类在土地利用实践活动中不断建设土地和配置土地的过程。土地整理以获取土地利用的社会效益、经济效益、生态效益三者协调统一的综合效益为原则, 以保护和改善生态环境为前提, 以改善农业生产条件和提高土地的集约化利用程度为手段, 以土地资源的可持续利用为目标。为了贯彻“十分珍惜、合理利用土地和切实保护耕地”的基本国策, 中央明确提出了“在保护中开发, 在开发中保护”的土地利用总原则和“资源开发和节约并举, 把节约放在首位”的总方针。在全国实行土地资源管理制度的同时, 要为经济建设提供用地保障, 就必须坚持做到“三个加快”, 即在加快经济发展, 按规划提供新增建设占用耕地的同时; 加快耕地补充; 加快对现有建设用地的内部挖潜。我国是一个人口众多、人均耕地少、耕地总体质量差、耕地后备资源不足的...
