地方政府对公共危机管理的不足及完善摘要：随着我国改革开放的力度的不断加大，市场经济取得了快速发展，同时我国加入 WTO 面临的国际挑战加剧，社会发展中的不确定因素增多，各类矛盾和问题层出不穷，而且我国目前又处在转型期，因此引发的公共危机可能性大大加强，在各个领域扩大并呈现出复杂的态势。危机管理日益成为地方政府面临的新问题，地方政府如何管理公共危机，管理的效果如何也成为衡量地方政府是否合格和适应社会的重要标准之一。本文就对此问题进行了初略的探讨。本文分为三大部分，首先，简要介绍地方政府对公共危机管理的重要性和必要性以及对公共危机和地方政府的概念进行了论述，并对地方政府危机管理进行了简要介绍。然后，从山西对“问题疫苗”事件和“地震门”事件的回应出发引出目前我国地方政府在处理公共危机时存在的问题。提出问题是为了解决问题，最后提出笔者的看法以及应对措施，应对措施从改变领导体制和建立公共危机应对流程两个方面论述地方地方政府怎样应对和管理公共危机。关键词：公共危机； 领导体制； 地方政府； Abstract: As China's reform and open up the constantly increasing, the market's rapid economic development, and China's accession to WTO is facing increasing international challenges, social development, the uncertainty increased, various contradictions and problems emerge in our country and it is now transition, which raise the possibility of greatly enhanced public crisis, the expansion in all areas and showed a complex situation.
