新时代社区治理背景下社区社会工作者在社区党群服务中心的功能研究——以深圳市 X 社区党群服务中心为例【摘要】新时代社区治理是十九大报告的重要理论创新成果之一，指以实现政府主导与社会调节的双向良性积极互动，和推动以人民为中心的协商民主建设为社区治理目标。深圳市在该背景下将社区服务中心置换为社区党群服务中心，使社区社会工作者的功能发生了实质性的变化。社区社会工作者功能是否能够得到充分的发挥直接地影响到了新时代社区治理基层实践平台——社区党群服务中心的服务提供质量与其宗旨“以人民为中心”的契合度。本文以服务运营管理论、马斯洛需求层次理论、社会生态系统理论为理论基础，以新时代社区治理理念的基层实践平台为切入点进入田野，基于定性通过文献分析、非结构式访谈和参与式观察法研究社区党群服务中心的发展现状、社区社会工作者的期待功能与现实功能、社区社会工作者的功能限制因素，分析发现社区社会工作者功能发挥受限受其自身、工作社区、所属社会工作机构、社区党群服务中心的服务运营管理体系影响深刻，使社区社会工作者在社区党群服务中心内所发挥的功能与其被期待的功能存在极大差异。基层实践平台的不成熟是对社区社会工作者与新时代社区治理的挑战与机遇，关注不成熟是发展的前提。研究发现，为社区社会工作者能够充分发挥其功能需要政府推动社区治理中心下移、社会工作机构灵活管理运营、社区明确职责分工、社区社会工作者具备成长空间。【关键词】新时代社区治理；社区党群服务中心；社区社会工作者Research on the Function of Community Social Worker in the Community Party and Mass Service Center under the Background of Community Governance in New Era—— A Case Study of Community Party and Mass Service Center of X, Shenzhen[Abstract] Community governance in new era is an important theoretical innovations in the report of the 19th National Congress of CCP, which refers to the realization of positive interaction between government and society in community governance, and the promotion of consultative democracy.
