环境基尼系数

环境基尼系数在武汉市汤逊湖地区总量控制分配中的应用摘要：将环境基尼系数应用于总量控制分配中，分别以人口和工业增加值作为汤逊湖地区基尼系数分配指标。 结果表明， 基于分区人口各年不同污染物的基尼系数非常公平。基于分区工业增加值的基尼系数超出境界值，并以工业增加值为主要限制指标，调整削减方案， 最终使分配公平合理。关键词：总量分配环境基尼系数Abstract： Appling the environmental Gini coefficient to the distribution of the total amount control, population and industrial added value are used as the indicators of the Gini coefficient distribution in the areas of TangXun lake. Results showed that the Gini coefficient based on the population of each district of different pollutants is very fair. But it which based on the industrial added value of each district beyonds the limit. Industrial added value as the main limit targets, the reduction plan is optimized, so as the final allocation of fair and reasonable.
