摘要摘要随着群众体育的快速发展,人民群众日益多元化的体育需求,伴随而来的是体育场馆管理机制不健全的凸显,体育产业快速发展迫切需要建立完善及与之相适应的绩效考评机制,本文从绩效管理领域出发进行关于适用于 W 市体育中心绩效运行体系的研究。本文首先介绍了 W 市体育中心绩效考评现状及存在问题,其次本文以公共管理为视角,结合平衡计分卡、组织变革、利益相关者等相关理论,通过文献研究法、专家调查法、问卷调查法对平衡计分卡顾客维度、财务维度、学习和成长维度、内部流程维度四个维度的绩效考评指标内容、权重、评级标准进行构建,形成基于平衡计分卡的绩效考评体系,并从管理人员、服务对象两个利益相关者视角下对试运行的基于平衡计分卡的绩效考评效果进行分析,最后针对目前 W 市绩效考评体系中存在的问题进行深入分析和探索,并提出改进思路,旨在以科学、理性的角度看待平衡计分卡的运行情况,积极完善 W 市体育中心绩效考评体系。实践证明,平衡计分卡是适用于体育中心及各类大型体育场馆的绩效考评方法,将平衡计分卡引入到体育绩效考评中,对体育绩效管理具有十分重要的研究意义和价值。关键词:平衡计分卡,体育中心,绩效考评1摘要AbstractWith the rapid development of mass sports in our country, the incomplete stadium management system unable to satisfy the demand of diversified sport recreation market.
