城市流浪乞讨人群的社会救助问题研究以济南市为例论文VIP专享

本科论文摘 要流浪乞讨人员是国内外普遍存在的一类社会群体，其本身的流浪乞讨行为会成为影响社会秩序、城市安定和谐的不确定因素。随着城市生活成本的提高以及城市化进程的加快，流浪乞讨人群的生存空间被不断压缩。这就使得社会救助管理活动面临着更多挑战。本文通过对近年来关于流浪乞讨人员社会救助方面的研究进行系统梳理，将众多专家学者的结论成果进行了对比总结。并采取了个案研究方法，通过发布问卷的方式对城市居民进行调查，展示目前济南市流浪乞讨人群的现状、认真分析流浪乞讨这一群体的特征并试图找出现象成因。在此基础上，对济南市流浪乞讨人群社会救助活动中所产生的问题进行深入探究。最后，提出弥补济南市流浪乞讨人员社会救助中不足之处的可行性建议，从救助管理模式、法律制度层面、社会的力量参与等方面作出了具体阐述。关键词：流浪，乞讨人群，社会救助 本科论文AbstractVagrancy and begging is a common social phenomenon in ancient and modern China and abroad. The existence of a large number of beggars has become an unstable factor affecting social stability and harmony. At the same time of economic development, many new social contradictions have emerged. The existence of a large number of vagrants and beggars also poses greater challenges to social assistance and management. This paper summarizes the current domestic and foreign research results on social assistance for vagrants and beggars, and systematically sorts out the existing research theories. By means of case study and questionnaire survey to the public, this paper analyzes the phenomenon of vagrancy and begging in jinan city, points out the group characteristics of vagrancy and begging and finds the causes of the phenomenon. At the same time, this paper analyzes the social relief and management of vagrants and beggars in jinan city, and explores the current problems and their causes.
