According to the characteristics of network management,the main principle of building the telecommunication network management system and the design method are put forward. In the method,the management system is based on TMN system and is compatible with other protocol. The method emphasizes that the system must have unity,independence and open interface,the system should support network and should be compatible with all kind of system structures.
