摘要近年来，中国经济呈现出快速发展的势头。旅游业已成为中国国民生产总值的主要贡献产业之一。2017年12月，国家旅游局发布最新统计数据：去年，旅游业对我国国民生产总值的综合贡献率超过10%，旅游业发展迅速，许多现象对旅游业产生了负面影响。它一个接一个地破坏了旅游业的秩序，也成为旅游业发展的一个重要隐患。例如，一些旅游者的不诚实行为已被媒体广泛报道，引起了热烈的社会讨论：旅游者在风景名胜上乱涂乱画，在国家饭店大厅里喧哗等等。即使在一些出境旅游中，有严重不诚实行为的中国游客也被外国旅游机构驱逐出境。这种不诚实行为的发生不仅阻碍了旅游业的发展。工业的健康发展也损害了中国的国际形象。为了增加我国民众对诚信旅游的重视程度，促进行业可持续发展，增强搭建社会信用．平台力度，国家旅游局于2015年5月颁布了《游客不文明行为记录管理暂行办法》（以下简称《暂行办法》）。可以看出，公民在旅游过程中的行为是否诚信，已经是整个社会共同关注的问题，建设游客诚信档案的工作势在必行。游客诚信档案的建设具有重要意义。关键词：游客；不文明；诚信；档案AbstractInrecentyears,theChineseeconomyhasshownamomentumofrapiddevelopment.TourismhasbecomeoneofthemajorcontributorstoChina’sgrossnationalproduct.InDecember2017,theNationalTourismAdministrationreleasedthelateststatistics:Lastyear,thecomprehensivecontributionrateoftourismtoChina'sgrossnationalproductexceeded10%.Tourismhasdevelopedrapidly,andmanyphenomenahavehadanegativeimpactontourism.Ithasdestroyedtheorderofthetourismindustryonebyoneandhasbecomeanimportanthiddendangerinthedevelopmentoftourism.Forexample,thedishonestyofsometouristshasbeenwidelyreportedinthemedia,whichhascausedaheatedsocialdiscussion:touristsscribblinginscenicspots,squattinginthehallsofnationalrestaurants,andsoon.Eveninsomeoutboundtourism,Chinesetouristswithseriousdishonestyhavebeenexpelledfromforeigntouristagencies.Thiskindofdishonestyhasnotonlyhinderedthedevelopmentoftourism.ThehealthydevelopmentofindustryhasalsodamagedChina'sinternationalimage.InordertoincreasetheimportanceattachedbyChinesepeopletohonesttourism,promotethesustainabledevelopmentoftheindustryandenhancetheconstructionofsocialcredit.Inordertostrengthentheplatform,theNationalTourismAdministrationpromulgatedtheInterimMeasuresfortheManagementofUncivilizedBehaviorofTouristsinMay2015(hereinafterreferredtoasthe“InterimMeasures”).Itcanbeseenthatwhethercitizens'behaviorintheprocessoftourismishonestornotisalreadyacommonconcernofthewholesociety.Itisimperativetobuildafileoftourists'integrity.Theconstructionofthecreditfileoftouristsisofgreatsignificance.Keywords:tourists;uncivilized;integrity;archive目录........................................................................6..............................................................6..............................................................6..............................................................7.......................................................7.......................................................7................................................................8..................................................................8............................................................8..................................................................9...........................................10...............................................................10..................10................11..............12...............................................................12......
