本科论文摘 要20 世纪 70 年代以来，大气污染防治的道路已经走了 40 多年。在大气污染防治的过程中，这方面的政策历经各种改革、调整和完善。从最开始的探索阶段，一步一步完善到综合防治政策体系，经历了一个漫长而又不断发展变化的过程。本文合理准确的梳理了政策变迁的历程，通过建立政策法律法规框架来剖析大气污染防治政策存在的立法、联防联控政策以及公众参与的问题并进行有效的分析。通过对我国现存的大气污染防治政策存在的问题以及分析后，概括整理出加强地方立法的一系列建议和全民参与的优化策略，以期为我国大气污染防治提供借鉴。关键字：大气污染防治，立法，政策变迁，优化建议本科论文AbstractSince the 1970s, the path of air pollution prevention and control has gone on for more than 40 years.
