The masses’ city is a kind of fair city where space and environmental resources are used together by the masses. The reasons for forming”power and wealth” city are that the wealth changes the resource， feudal thought， and profit. To establish the masses’ environmental right ， improve the public utility ， design scientifically ， manage in accordance with the law ， the masses participate in decision are all moving towards the essential route of the masses’ city.
