跨行政区生态环境治理政府合作的困境及路径选择分析研究 环境工程管理专业

摘 要随着经济全球化与区域一体化进程的加深，加之生态污染的外部性与流动性，其不以省际、市际、县际为限制。在现有的区域行政划分体制下，我国环境污染问题严重，已经演变为跨行政区环境问题，并不局限于某一行政区划。因此，地方政府间的合作势在必行。但从整体来看，目前的政府间合作仍存在着诸多矛盾，形成各自为政的局面。文章从政府间关系的视角分析我国政府间在生态合作治理中产生的诸多困境，包括合作的观念淡薄、机制不协调、政策不统一等，找出跨行政区生态环境治理政府合作困境原因，如治制度供给不足、体制分割的弊端、政治竞争与博弈，并从思想文化建设、构建统一平台、加强制度建设等方面进行分析提出相关的对策和建议。本文通过文献法收集各种类型的文献资料，包括书籍、论文、杂志等整合总结借鉴学者观点和看法。并运用总结经验法分析国内外的跨行政区生态环境治理政府合作的事件，吸取经验，提出对策。关键词：跨行政区；政府合作；生态环境治理； AbstractWith the deepening of economic globalization and regional integration, and the externality and mobility of ecological pollution, it is not restricted by inter provincial, inter city and county boundaries. Under the existing regional administrative division system, the problem of environmental pollution in China is serious and has evolved into a cross administrative area environmental problem, not limited to a certain administrative division. Therefore, cooperation between local governments is imperative.
